The strongest alkali is considered to be sodium hydroxide 50%, which is so concentrated that it does not work without dilution with water.
The choice depends on the application: for very heavy grease contamination, sodium hydroxide is recommended, for household cleaning: sodium carbonate, for soil alkalisation: calcium hydroxide or potassium carbonate.
